Introduction
This book deals with the use of advanced ICT technologies in the policy lifecycle and decision making of governments. The use of ICT support in policy design, modeling and implementation (“e-Policy”) ensures a two-way communication protocol between citizens and governments during the whole lifecycle of a policy.

The methods and the ICT tools to support the policy lifecycle have drastically changed with the emergence of social media, advanced simulation techniques, open government data, big data, opinion mining, advanced text analytics and visualization, amongst others.


Within the FP7 research program several projects have focused on different technologies and use cases. For the first time the “Future Policy Modeling” Project (FUPOL), a large scale integrated project funded under the 7th framework program of the European Union, has provided a complete detailed policy lifecycle model, linked each step to new ICT technologies and explained its benefits for governments, citizens and other stakeholders. It has also outlined how different available technologies can be integrated in such a model that fit into ICT-infrastructures of governments.
